The intuition that machines cannot be as ethical as humans is likely incorrect. Ethics is the systematic resolution of conflicts of interest under conditions of shared purpose. Ethics is not irrational. There is no reason to assume that machines cannot be more ethical than us.

How can machines feel fear or have self interest. Surely ethics and cooperation are based on these.

Affective states (like fear) are configurations of cognition. But they are not necessary for ethics and cooperation. For ethics, the right set of preferences and reason are sufficient.

Surely cooperation is a survival mechanism and outcasts in social groups don't survive. Affective states decides who is in and who is out. An AI without feelings wouldn't feel any moral obligations.
