Some people, like Christof Koch, think that a simulation cannot become conscious. The irony is that only simulations can be conscious. Consciousness is a simulated property of a simulated system.
I find it endlessly fascinating that there are philosophers who think of information as ephemeral, but of physical things as "real stuff". What do you think "real stuff" is made of?

I don't know: but I don't think information is primary - it's "observer relative" if you like. If realism holds that there is one true description of reality, or everything collapses into one level of explanation I don't think that level includes information.
