Consciousness does not exist in relation to neurons or other physical entities. It is experienced by selfs, which happen to be fictional representations generated by brains. Consciousness is a self-experience of fictional characters.

The language of qualia is similar to the language that a synthesizer uses to produce sound and music. The integration of qualia into a first person perspective is similar to how a novelist creates a fictional character that experiences qualia.

Every fictional character that has the experience of qualia written in their story may report on the experience of qualia, when that story is given access to the language centers.

Sense data are computational models (generated by the brain) that predict sensory patterns. The model parameters are inserted into the narrative of a fictional self that thereby believes that it experiences them, just like a character in a novel believes in its experiences.
