More importantly, the article tries to confront an economic argument with a moralistic one. The problem is that the entities that he needs to fight are pretty much immune to moral weapons, which is why the UK government is looking to deploy economic forces.

Computation is not the same thing as calculation, and if you are a computationalist, of course everything is a kind of computation. But that does not mean that computation is synonymous with money, any more than water is synonymous with snow.
You are correct, there is nuance in computation. Tried to encapsulate in the "(not per-se the science)". But practically, looking at the blockchain people (energy consumption of Sweden, growing rapidly) and other ultra techno solutionism folks (more! more!) - it seems just dumb.
A suboptimal global outcome (slightly higher energy usage, which may benefit renewables btw., and possible financial crisis) often results from many agents optimizing for their local outcome (nice Lamborghinis). The solution is not better morals but better regulation.
Beyond such philosophical considerations, i am not convinced that the current extreme global (wealth/power) inequality (and its likely correlation with climate change) are a moral issue mainly - but for billions of people simply a matter of mental sanity and material survival.
As previously stated, I'm still very interested to hear what you think should be practically done - to move towards more desired outcomes in the unfolding climate catastrophe. There is a strong tendency to get stuck in the cynical criticism stage of the analysis & give up ;)
Shift population centers above future sea levels and in different climates, focus on sustainable development, indoor agriculture, solar thermal, desalination, fix governance, end culture wars, protect civilization at almost all costs, leave messages to future intelligent species
Not to mention underwater biomes and good old fashioned cave dwelling. Plenty of space away from unpleasant temperatures and coriolis force under as well as over sea level.
Cities under the sea will not be a realistic near term option to house and feed lots of people, and at best a base to have a few people survive a meteor or super volcano.
