No, that is a transactional relationship. Most effective cooperation is non-transactional, which makes it prisoners-dilemma proof. Don't enter relationships with people that are purely transactional, they'll sell you out when the incentives are right.

Most intrinsic cooperators don't want to be manipulated, and hence refrain from manipulating their cooperators themselves.
