Please clarify: Essential businesses that continue to operate facilities must scale down operations to their essential component only. Target & Walmart for instance, will we be restricted on what we can buy? Or can we still buy things like art supplies & toys for our kids?

So why are golf courses still open throughout the County with people riding together in carts and gathering within the Clubhouse?

The golf courses that were still open had closed there clubhouse, bars and restaurants and no one that didn't live together could ride in the same cart so you had really no contact with anyone. Obviously a golf course is not essential but it is an extremely low risk activity.
