Wouldn't using a villain be the perfect time to show that its bad to misgender people? like thats what villains in shows have always been for, to have them do bad things and show its wrong, a teachable moment of change.

Because they already fail to understand what a villain is and are just aping the concept. That's why very villainous things are perfectly fine in the eyes of those people like attacking speech, guilty until charged, might gives right, feeling entitlement to what others own, etc.

"I want to make sure people don't feel as though I'm misgendering them as I commit mass genocide!" ... And this is a well-written character to you?

He is really well written, you understand why he does evil things. And just FYI, none of the heroes missgender Double Trouble either

The children's cartoon villain doesn't "know" anything... it's a cartoon. It does and says what its insufferably woke creators direct it to do. Also, villains are generally bad rolemodels.
