Understandable concern when working with needles, but if healthcare ppl can manage it every day, a tattooist should be able to. & as said in the article, there's more risk from undiagnosed people, so unless he's asking for proof from everyone, he's still putting himself at risk

The chances are that he has already tattooed someone positive, without knowing it. His procedures should be rigorous enough to protect him (and his customers) from any blood-borne virus.

If someone is on medication then they will not pass hiv on. Particularly to a tattooist who is using industry standard precautions.
