When you're talking to a US audience, it's a disambiguator. Since otherwise they'll think of a US state. Of course US states should have been called provinces, but the damage is already done.

No one is going to be confused into thinking that Delaware is trying to subvert the election. It's just verbal filler that lets security nerds feel fancy.
