Phone ownership aside, rural places that have post offices lack broadband or sometimes basic internet. I’d go with postal banking plus postal WiFi!

Also not everyone knows how to use a smartphone. For many older people and non English dominated speakers it’s not that easy. I like Matt’s idea of giving everyone an account. There are many people who need access to the banking system

This is a good point. Requiring a smartphone also puts a de facto surveillance requirement on people
