This proposal makes private companies the escrow agents, which is superior because private companies are better at everything -- particularly providing difficult technical services for which they are not meaningfully compensated.

1) criminals import phones from countries which don’t use that method and/or 2) countries with less legal safeguarding demand its use or else they’ll ban sales. Isn’t progress; it’s status quo slightly worse.
