And shouldn't STATE legislatures also be a lot larger? 1800: Pennsylvania population: 602,545; PA House size, 78 districts; ~8,000 people per district. 2010: PA population: 12,702,379; PA House size, 203 districts; ~63,000 people per district. PA House should have 1600 districts!
How is this different from participation in party committees, factory meetings, and all the other boring stuff that is standard in communist regimes? Given that mandatory participation in this stuff is an element of social control, I don't find it as surprising as you seem to
