I spent two weeks traveling in Japan with my elderly mom, who has a little trouble with stairs. Every elevator at every subway station was functional. None of them smelled like urine. Each station had a working bathroom. I would like to see this in the Bay Area before I die.

The trouble is that this is not fixable on the municipal or state level. Other cities already are sending their homeless to SF. Ive been told that the problem in its current severity has existed since the 80s, when the Reagan administration cut funding for mental health programs.
