I spent two weeks traveling in Japan with my elderly mom, who has a little trouble with stairs. Every elevator at every subway station was functional. None of them smelled like urine. Each station had a working bathroom. I would like to see this in the Bay Area before I die.

I don't claim to know a ton about Japanese culture. But I think the social programs look very different from ours because they are shaped by the prevailing culture.

There's a really good book about contemporary Japan for westerners, called Bending Adversity, that lays this argument out well.
