I think it's useful to separate commercial and political advertising in this context. Commercial "dark ads" and personal targeting might be manipulative, but removing commercial marketing from the public sphere doesn't have direct political effects.

I think even advertisers believe we have some degree of agency. They just think they can override it enough to suit their purposes. And given the hundreds of billions they spend each year, it's reasonable to believe they know what they're talking about.
