Before the new court-ordered map it was a freaking R+11 district. Do YOU wanna waste your time and money running for that?

Because the PA Dem party is a mess. There's a whole lot of banishment needing to happen. Bob Brady's boy needs to lose his primary. The Feds need to help us out with Johnny Doc and Ed Rendell. Would help if good people run for State Committee this year via 11th-hour write-in.

Because asking someone to devote their lives to a hopeless race is a very big thing to ask. While there are too many uncontested seats (esp. at the legislative level), this is by no means a shocking occurrence, for either party

There are many reasons to run in difficult districts—for one, they can serve as a political laboratory that helps the party elsewhere. And you can create incentives to compensate those willing to run. But the fact that you call an R+11 district in PA "hopeless" speaks volumes.
