Why can’t a government shutdown also shut down the military? That would be fantastic.

you can make exigent circumstances exceptions for conflict zones just like you do for other vital government services

Civilian DoD personnel are subject to furlough during a closure just like any other USG personnel. There are different classes based on job function; cuts go higher than you'd think.

Ironically, contractors can be less affected, since their funding frequently comes from the prior year's budget rather than the current one.
