        you can make exigent circumstances exceptions for conflict zones just like you do for other vital government services

        Civilian DoD personnel are subject to furlough during a closure just like any other USG personnel. There are different classes based on job function; cuts go higher than you'd think.

        Agreed. 31 USC §1342 “the term ‘emergencies involving the safety of human life or the protection of property’ does not include ongoing, regular functions of government the suspension of which would not *imminently* threaten the safety of human life or the protection of property.”

        A not insignificant portion of our armed forces get such crappy pay they use food stamps. Are you suggesting we stop the paychecks of people who use gov’t assistance and legally may not take secondary employment without specific approval?
