If you think of IL-4 as the shoreline adjacent to an ocean of neighborhoods that are 80+% black, it starts to make sense.

It’s not really a “team” issue; these districts would all be 100% reliably D for the foreseeable future, but maybe NO Latino Rep.

Gerrymandering is bad when it creates a big gap between vote count and representation. But it can also be used to solve the same problem.

This argument partly depends on your definition of gerrymandering. Do you mean "oddly shaped districts" or "unrepresentative districts"?

Districts which pack & crack minority groups have been ruled unconstitutional, regardless of their aesthetic qualities
