not really. Even politics has pockets where it doesn't make sense to challenge a well liked incumbent from either political party.

take a closer look at these races. Some of these incumbents are actually vulnerable. At the least, you build a party foundation

I've been wrong about individual races, but big wins in Congress come from both convincing the undecided and when the other party fails.

big wins also come from recognizing and acting on a major political realignment, like the one currently under way
