is this the RV subculture of itinerant retirees, is it a cheap form of housing for refinery/oil workers, is it something else?

these are established RV parks that were there pre-hurricane

parks pre-date the hurricane, but residents may be mix of long-term and newer arrivals? I admit to limited knowledge here.

almost nobody lives year round in an RV, they're luxury items, but it's v popular to buy a spot at a southern/coastal park for snowbirding

can attest that they are not all luxury items. There seems to be a sizable group of people who do live in one year-round
