those are high water rescue vehicles, came for free from miltary ($1500 for re-brand) and are armored to protect from flying debris
specifically, flying bullets. Good to see there’s a use for them besides rotting in a US Army parking lot, though
I think they are a little "over armored" because of the previous military use :) I'm damn glad they are out there around me right now.
