Yes. Reliance on Qualcomm for driver base keeps a lot of hardware locked in old OS versions.

ChromeOS was made by Google though, unlike Android which is made by a competing group that came in through an acquisition.

Last I had to interact with them there was still a lot of internal competition and the ChromeOS people were bitter about being overshadowed.

Because you see Chrome was the OS that Google built, not like Android. The Android people didn't know or care about Chrome.
