Iran does not communicate its citizenship rolls to the US, so first and foremost, they should not mention their dual citizenship.

If they're a citizen they can be briefly detained at the border for questioning, but they have a right to re-enter the country

And of course, the right to live here permanently. I don't know if this applies to green card holders though
