Depends on what you mean procedural, but keeping track of the waste is a problem. Where do we put it, how do we make sure it's secure, who's gonna pay for it.

The inability of Japan Steel to make steel without unacceptable levels of carbon impurities, which is therefore insufficiently tough, has been a biggie in Europe. There’s few forges big enough to make pressure vessels, and those that are big enough seem unable to do the job.

1) NRC permitting. The NRC basically _doesn't_, with the two Vogtle reactor expansions being the first time since the AEC was turned into the NRC that they ever issued one. As a process, every reactor is treated as a one-off, and design decisions are incredibly conservative.

It's not clear that the NRC could issue twenty permits in a year even if they wanted to, using their current procedures and personnel. And they don't really want to.

Sorry, I just just practical obstacles. 1. Battery + PV/wind are cheap-ish and easy to commission/permit. 2. Where you gonna get all the enriched uranium? (unless you wanna fly a CANDU design by the NRC) 3. Where you gonna get the nuke engineers, HP techs and jumpers?
