I get it, but my problem with that incentive is that it dead ends. The big rockets will start rusting the year after someone sticks a flag on Mars.

I think that is a reasonable concern with uneconomic rockets like SLS (or would be if SLS were powerful enough to get someone to Mars). What's exciting about the next gen of large rockets is they have an economic reason to keep existing, once the initial R&D is paid.
