Don't both of those depend on what you're shooting? Ballistic missiles are faster than hypersonic and harder to hit in a variety of scenarios. And they don't light up the sky with IR.

For other countries, you can make a ballistic missile with a somewhat maneuverable RV to evade missile defenses. This kinda makes sense?

The things they're talking about in the article make less sense; you could in principle use cruise missiles to do ballistic missile things But we already have a crapton of ballistic missiles and they're very effective

True that many ballistic missiles move at hypersonic speeds, if their range is long enough, but they slow dramatically when they reenter the atmosphere and are generally very predictable.

True hypersonics travel at hypersonic speeds while in the atmosphere, so they are low, harder to detect and much more difficult to predict where they are going, thus minimizing reaction time of defensive systems
