The reform that would really break Facebook would be strict limits on behavioral data collection, and a ban on using customer data in third-party ad targeting. If you make a trillion dollar business into a billion dollar business, a lot of the problems of oligopoly and gatekeeping go away. And the way to do that is to cut the legs out from under Facebook's toxic business model.
