It's a fight between between the majority and a rump. Portraying (falsely) side that wants more public spending as the rump reinforces the status quo of low public spending - reducing public pressure on the rump.

Similar to how portraying Freedom Caucas vs GOP speakers as a factional fight made small minority seem worth equal consideration and austerity seem more mainstream.
