Maybe Obama is just using it as a jargon phrase from the security world (where it doesn't have that meaning), but I think of him as someone who chooses his words with care.

Worth noting that part of US indoctrination for schoolkids is daily repetition of the Pledge of Allegiance, describing the USA as "one nation, indivisible". ("Under God got tossed in in the '50s.)
