But people have already been high speed rail elsewhere! HSR is first and foremost a functional infrastructure project. Doing it out of vanity or prestige is the worst motivation as it will just be a massive waste of time and resources that has to be maintained.
Also, the blowback if it fails would be even worse than not doing it. People would just criticize it as government hubris, overreach, and evidence that government can’t/doesn’t work, which is already an issue in the states.
