What I'm curious about is whether they'll staff up from the small pool of people strong in the language, bite the bullet and send this expanded staff to DLI (or wherever) for two years, or just decide that three years' college equivalent means proficiency.

People speak whatever language they have to speak for their own self-interest. And English is the language of the world. There's no easy solution; vet Chinese Americans for security, invest in years of training for ppl who may bail. rely on AI, etc etc.
