Who did American drones kill? Were those people in any way related to the terrorist attack? How did we find them so quickly given our many intelligence failures in Afghanistan? I don't trust Congress, and I'm comfortable that extra-national conflict has changed enough that we should (even if now we cannot) be able to rely on the military to act appropriately. This is a problem of law being out of date, if anything.
