That's true. Maybe Facebooks numbers are bad. Maybe apples current implementation is bad. Maybe pedophiles disable cloud backups/iCloud. It's hard to say with what we currently know. The last one doesn't seem entirely plausible though

I think they don’t use iPhones for pedo stuff. I’m pretty sure they’ll assume this capability exists already and simply not trust iPhones. However, there are no doubt some stupid people who do stupid things who’ll get caught by this. My suspicion is they’re not the worst offender

It’s a lot of assumptions on my part, but I really can’t imagine there is a huge number of pedos using iPhones to stored their collections of CSAM.

I don't really trust Facebook to self-report on this anyway, with no evidence they can show us. If there were really 5 million prosecutions, they could provide a list of 5 million case numbers we could look up in the relevant court records. If not, why not?

As another datapoint: the bust of the largest active CSAM Darkweb site at the time revealed some numbers — over a million accounts. Assume they’re all real and all malicious, that’s still less than a quarter of the malicious users Facebook flagged.

I would guess the pedo population follows a standard distribution, with only a small group (17% of the higher side of the tail) having graduated to advanced opsec procedures, the rest just use what they can.
