The other problem is that it’s almost guaranteed that someone will produce spoof content that is inocuous but triggers the detection mechanism. That gives people the ability to grief innocent people.

Absolutely. It’s “privacy maintaining” in the sense that a phone would maintain privacy until the point of reporting matching content… but as you say, who gets to decide what “matching content” is?
