It's a guesstimate from looking at footage of the traffic jams leading into flooded tunnels around the city, and fragmentary reports of the numbers of missing persons.

I understand that many areas are still cut off and a lot of people have fled, making it harder to even estimate a death toll. But there's no way it's in the hundreds.
