I think the right frame is that it's an indictment of the American occupation, which from the beginning bought peace at the price of corruption. This contempt for Afghans is why they never got the chance to build institutions, as those attempts were undermined by a cynical US

Having US forces excuse their failure by basically saying "this unconquerable, primitive tribal nation can never be tamed" is a further kick in the teeth to people upon whom we inflicted twenty years of misrule
