I don't think you can meaningfully talk about urgency when cause and effect are decades apart. We're in the middle of a pandemic when people couldn't even be persuaded to take small measures to deliver universally visible benefits within a timespan weeks. You gotta draw lessons.

The effects are already here. They're just going to get worse. The lesson is that meaningful change requires a bottom up approach to climate adaptation in addition to broad top down mandates. The lesson is that states need more resources to facilitate this approach.
