Sure, that could happen. I don't think Snyder is discounting it. He just thinks his scenario is marginally more likely.
Dems have won popular vote in 7 of last 8 Presidential elections. No Republican (who wasn't incumbent VP or POTUS) has won popular vote since 1980. Seems safe to discount possibility of clear GOP majority wins. Based on demographics, GOP likely never wins popular vote again.
The GOP is on the downside of a slippery slope. The diversification of this country is happening. As urban centers mature and diversify, we see it’s progression. Texas is the state currently in the middle of that fulcrum. It may not happen in 2022, but soon.
