My personal pet idea is to extend the "campaigns pay the lowest rate" thing to superpacs. Then *everyone* would spend to diminishing returns at a much lower cost then we see now and the impact of having more money would totally disappear.

Even that lowest rate blew up to astronomical levels in markets like Montana and Alaska last cycle, though. This seems more like a way to ensure people see *only* political ads for a season (already the reality in Iowa).

If I remember correctly the rule is that you have to charge the lowest rate you've charged anyone in the last 60 days. Extend that window longer and you're done.

I agree this is a much more interesting lever to push on than the usual campaign finance talk.
