I believe that is the goal. In that case, tampering becomes a cryptographic issue, rather than an access control issue. Since each block is built on the hash of previous blocks, tampering with even one block back is essentially impossible.

I view it is something like a trusted timestamp authority (e.g. https://www.digistamp.com/authority/evidence …), which could be tampered with ONLY through a massive conspiracy between multiple orgs and auditors, vs. a blockchain which couldn’t be tampered with retroactively w/o everyone noticing
