I can just describe this as the account being locked, but there needs to be some error returned.

Sure. Maybe 403 in place of 429 on https://pinboard.in/api/v2/reference/ … ? Seems reasonable to expect API clients to interpret successful auth w/ 403 on some requests as "the user's account doesn't allow this right now" and leave it at that. (This is typical behavior.)
