The social norm around mask use in Japan and many other East Asian countries is pretty great—you put one on if you feel under the weather or want to be considerate of others in cold/flu season, and there's no stigma or political valence attached to wearing or not wearing them.

Yup that’s what he was saying, and Hong Kongers have told me the same. Pollution (and, incidentally, rising GDP so people can indulge in such luxuries; cf India) in the case of SEA. It seems that one collective disruptive experience is enough to change this behavior.

Japan has had this culture for decades. Interestingly when working with Japanese expats in Bangkok they largely don’t follow this practice outside Japan
