      It's not a question of personal vindictiveness against people at CDC or WHO. But there have to be career-ending consequences that the senior staff at these institutions will remember next time there is a crisis. The "cover your ass" instinct has to be realigned to favor action.

          Communications experts with a minor in infectious diseases should run CDC and the other health agencies that lead pandemic response. Biggest job was effective comms and they managed “there is no evidence for…” when there was plenty.

          I don’t believe you can change this culture in a single agency without tackling it society-wide. The cost of being wrong in public is too high now, and it prevents many bureaucracies from ever deviating. (Cf airplanes and liquids and gels.)
