The other thing you could posit is that a vaccine is niot effective, not durable, or that it takes years to develop. That was an open question for the first half of the pandemic or so, so it couldn't have affected the response. But we got lucky.

My layperson benchmark for "how quickly can we get a vaccine?" in future pandemics will be based upon how quickly we get to one for HIV from our "mRNA works!" starting point. If we can squash two pandemics this year, I'll be *far* more optimistic for our future vaccine efforts.
