Any form of concerted collective action is organizing, it doesn't have to be a union drive. See the kind of stuff coworker dot org does (like at Starbucks) for examples. Letting your employer buy you out of your job, and then tweeting about it, is unfortunately not organizing.

Ok so I've spent some time with the dictionary and I don't see how a group of employees resigning is not "concerted collective action", whether or not there was a severance offered. I think we're going in circles, so no need to respond if you don't find this fruitful.
