If they had resigned en mass without a severance being offered, would that be organizing? I'm struggling to see how coordinated workplace behavior in response to employer action doesn't meet the definition of organizing. Is it just union meeting or bust?

Any form of concerted collective action is organizing, it doesn't have to be a union drive. See the kind of stuff coworker dot org does (like at Starbucks) for examples. Letting your employer buy you out of your job, and then tweeting about it, is unfortunately not organizing.
