"Our committee has done nothing in the three months of its existence" seems like a good reason to get rid of it
I'm analogizing from other companies that have these kinds of entities. But having a third of your workforce spend three months not being able to even get started is also ipso facto bad.

Do you know what was done in these three months and what were the roadblocks? Did all employees joined on day 1? Did they meet only on a quarterly basis? For someone with such a strong opinion about this, you're making a lot of assumptions.
