Republicans currently have no incentive to actually do things for American to stay in power. I'm fine with them winning in a fairer system if it means more actual governing from them.

I think that's part of the fantasy. There might be a different set of salient ones and it's not obvious to me that they'd be in the direction of Scandinavian social democracy and great high-speed rail

This is a little weird, no? 1) it assumes that a change to a more democratic "one person, one vote" structure is "fantasy football" when it has intrinsic value 2) concedes that "issues and tactics" would change, as if all else holds equal. But isn't the goal for policy to move?

You should distinguish two things: 1) The current system is manifestly unfair in its design and reforming it is a good in itself. 2) Politics adapts to institutional and structural change and you can't infer conclusions about future success in System B based on System A
