I do wonder about the position this puts the appstores in. They almost certainly have terms against distributing malware, but is this that? It's going to be interesting to watch!

That's my fear too, that authorities go to the app stores and frame it as an even more egregious attack on law enforcement, and that interfering with investigations is all sorts of crimes.

I think countries that can ban Signal and want to can ban Signal whether or not they pull stunts like this.

If you want to ban Signal you have much better arguments than “Signal might pop a shell on our Cellebrite boxes”, like “Signal makes it much harder for us to investigate things”.
